At the Comprehensive Security & Resilience International Conference 2026, organized by WGSA | Women & Global Security Architecture, APRI Armenia Senior Advisor Leonid Nersisyan joined the panel on “Modern Warfare and Tactical Sovereignty: The Military Dimension of Comprehensive Security” to address the ongoing challenges of defense reform.
During the session, Leonid emphasized the importance of balancing formal procedures and doctrine with an agile, experimental approach. The expectation of having a document or doctrine for every situation should leave room for practical experimentation—enabling armed forces to adapt while generating evidence to inform and strengthen doctrinal documents.
