APRI Armenia Senior Research Fellow Benyamin Poghosyan recently spoke at the 31st workshop of the Partnership for Peace Consortium Study Group on Regional Stability in the South Caucasus, held in Crete.
In his speech, which focused on the perspectives of the Armenia–Azerbaijan peace process after the June 2026 parliamentary elections in Armenia, Benyamin shared two main insights:
- Azerbaijan’s insistence on changes to the Armenian constitution as a precondition of signing and ratifying the peace agreement continues to undermine Armenia–Azerbaijan negotiations and simultaneously to prevent Armenia–Türkiye normalization.
- International partners interested in the lasting stability and security of the South Caucasus should take tangible steps to break this vicious circle, to prevent the momentum reached in the August 2025 Washington Summit being dissipated.
