APRI Armenia Participates in the Eighth Annual Russia Seminar in Helsinki

APRI Armenia took part in the Eighth Annual Russia Seminar hosted by the Finnish National Defence University on February 11–12, 2026, in Helsinki, Finland, covering topics such as Russia’s security policy objectives and resources, military power and its use, military thinking and the art of war, and civil–military relations.

Leonid Nersisyan, Senior Advisor at APRI Armenia, delivered a presentation on the evolution of “Command and Control”/“Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance” (C2/C4ISR) systems during the Russo-Ukrainian War. His research focused on the decentralization of command structures, the development of multilayered tactical communications, and the transformation of battlefield management systems in both Ukraine and Russia.

The analysis highlighted how rapid technological and operational changes since 2022 have significantly reshaped modern warfare, rendering many prewar command-and-control approaches obsolete.
