Armenak Minasyants
Senior Fellow on Public Administration Reforms, APRI Armenia

Armenak focuses on advancing good governance reforms, implementing research initiatives and pilot projects in the field of public administration.

Prior to joining APRI Armenia, Armenak served as Deputy Chief of Party and Objective Lead at the USAID/Armenia Justice Sector Support Project (2022-2025). He has over 13 years of public service experience at the Constitutional Court of the Republic of Armenia, including as Assistant to the President (2020-2022) and Head of the External Affairs Department (2012-2020). 

He has also been engaged on several occasions as a national and international expert for the Council of Europe and various EU-funded projects in Armenia, Ukraine and Moldova, contributing to institutional capacity-building initiatives of democratic institutions and the development of public policy action plans.

Armenak holds a Master’s Degree in International Relations and Diplomacy from Yerevan State University (2012). He has completed several professional training programs, including the Advanced Certificate Program in Public Policy and Public Administration from The Fletcher School of Law and Diplomacy at Tufts University (2015), as well as a summer course programme in European law at the Diplomatic Academy of Vienna.
