Former Research Fellow in Public Administration Reforms. Hovsep leads the pilot project on public administration reforms of Armenia at APRI Armenia. His work explores the outstanding issues of Armenian public administration and suggests targeted and sustainable solutions.

Hovsep was a PhD student at the Public Administration Academy of Armenia and previously studied political science at Yerevan State University and the University of Salzburg.
