Research Fellow on Public Administration

About the role:

APRI Armenia seeks a full-time Research Fellow based in Yerevan, ideally with experience in public policy or public administration research and in project management, to work on APRI Armenia’s pilot project on public administration reforms.

APRI Armenia’s research is currently focused on regional stability. As part of our long-term strategy, we seek to develop programs on other critical issues, including civic engagement. This arises from our conviction that security, prosperity, and statehood are interconnected.

The Research Fellow will play a central role in the delivery of our pilot project, which will ultimately cement our longer-term Public Administration Reform program. Reporting to the Vice President of Strategy and Development, you will be asked to research Armenia’s public reforms, carrying out initial research into the pilot program, including an overview of official public administration reforms, as well as conducting a comparative study of other countries’ reforms and think tank activities. You will conduct interviews and produce a report showcasing insights gathered through the project.

Job responsibilities

The Research Fellow will play a central role in the delivery of our pilot project on public administration reform. The outcomes of the pilot project will help APRI Armenia shape its longer-term and ongoing program. The pilot program will provide an exhaustive overview of relevant initiatives related to public administration reforms, to determine the areas in which APRI Armenia can most effectively provide support and to build the long-term program on solid and unique foundations. This initial research will culminate in the sharing of findings through a townhall and the publication of a roadmap for reforming Armenia’s administration.

Specific tasks include, but are not limited to:

  • Oversee the delivery of the project
  • Desktop research
  • A detailed overview of initiatives related to public administration reform
  • Interviews with individuals involved in public administration reform initiatives or with relevant experience, in Armenia or abroad
  • Participation in roundtables and other events of the program
  • Drafting the policy report in which a roadmap capturing all the insights gathered throughout the project will be presented
  • Presentation of the research findings to different audiences in Armenian and in English

Experience and skills

  • Minimum of five years of relevant experience engaging in or researching on public policy, public administration or civic reforms
  • Solid project management skills, showing an ability to keep track of several ongoing initiatives and ensuring their timely delivery; experience in research project management is a strong plus
  • Proven experience in research report drafting and publishing
  • Relevant experience in research in academia or in other institutions
  • Document and data management skills
  • Strong attention to detail and a sense of ownership to deliver on deadlines
  • Solid interpersonal, collaborative and problem-solving skills demonstrated by the ability to work in a multicultural environment
  • English and Armenian at professional level
  • The successful candidate will not hold any political affiliation in Armenia or elsewhere

Duration of contract:

The successful candidate will be hired 12 months under the service contract, renewable under the law of the Republic of Armenia.

Remuneration and other benefits:
The salary for this full-time position will be commensurate with experience and skills.
