EU-Armenia Relations: Harnessing the Momentum

Online discussion in collaboration with Heinrich Boell Foundation Yerevan Office – South Caucasus Region https://www.youtube.com/watch?v=sIc5P-E-bXw On February 8, 2024, the Heinrich Boell Foundation Yerevan Office – South Caucasus Region, in collaboration with APRI Armenia, held an online discussion titled “EU-Armenia Relations: Harnessing the Momentum.” Armenia and the EU are experiencing an unprecedented momentum in their relations. In his address at the European Parliament in October 2023, Prime Minister Pashinyan stated that Armenia “is ready to be closer to the European Union, as much as the European Union considers it possible.” Yet, while the directions of closer cooperation are taking shape, a recent report published by APRI Armenia in cooperation with hbs Yerevan Office suggests that the EU and Armenia lack a longer-term strategic vision for their relationship. It also remains unclear whether the EU is willing and able to adequately respond to Armenia’s security needs – against the backdrop of the continuing risk of Azerbaijani aggression against Armenia and Armenia’s historical alliance with Russia.  Speakers: H.E. Dirk Schuebel, EU Special Envoy for the Eastern Partnership, European External Action Service H.E. Tigran Balayan, Ambassador, Mission of the Republic of Armenia to the European Union Viola von Cramon, Member of the European Parliament Marie Dumoulin, Director, Wider Europe program, European Council on Foreign Relations Anahide Pilibossian, Vice President of Strategy and Development, APRI Armenia. Resolving the conflict between Armenia and Azerbaijan—what is Germany’s role?

Joint event at the German Bundestag with Candid Foundation and Restart Initiative Deutscher Bundestag, Berlin, Germany This year has seen an acceleration of Germany’s engagement with Armenia and Azerbaijan against the backdrop of renewed tensions between the two neighbouring countries following a fragile ceasefire brokered in late 2020. In March, Berlin hosted the visits of Azerbaijan’s President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan. In June, Chancellor Olaf Scholz, for the first time—together with French President Emmanuel Macron—participated in the peace negotiations facilitated by European Union Council President Charles Michel, on the margins of the European Political Community (EPC) summit in Chisinău. President Michel expressed his intention to invite the leaders of Armenia, Azerbaijan, France, and Germany to meet a second time in the margins of the next EPC summit in Granada in October. The ongoing crisis around the Lachin Corridor – which connects the Armenian populated areas of Nagorno-Karabakh and Armenia – has stirred fear in European capitals of a new wave of displacement and war in the South Caucasus. As Azerbaijan and Armenia walk a thin line between war and stability: what weight can Germany add as a more active participant in the diplomatic process led by the EU? With its economic and political capital with both Armenia and Azerbaijan, how can Berlin play a greater role in supporting the journey of building a lasting peace? This roundtable, co-organized by the Candid Foundation, APRI Armenia and Restart Initiative will provide some answers to the role—expected or prepared for—that Germany can play in durably resolving the conflict between the neighbouring Caucasian countries. The event will be in English.  Speakers: Michael Roth, Chairman of the Foreign Affairs Committee, Bundestag (Introduction) Lara Setrakian, President, APRI Armenia, Yerevan Ahmad Alili, Director, Caucasus Policy Center, Baku Moderator: Leo Wigger, Associate Partner, Candid Foundation and Editor at zenith Magazine Remarks by APRI Armenia President Lara Setrakian Partners The Candid Foundation gGmbH is an independent non-profit organisation, which since its establishment in 2014, has developed into a privately chartered think tank and a dynamic project hub. 2022 APRI Forum

Yerevan, Armenia The APRI Forum: Security, Stability and Sustainable Prosperity was an invitation-only forum held in Yerevan from June 15–17, 2022. As the inaugural event of the Applied Policy Research Institute of Armenia (APRI Armenia), the forum brought together insightful thinkers from around the world for a series of vitally important discussions, with topics ranging from geopolitics and security to crisis leadership and national development. https://vimeo.com/814903199   The quote that inspired us: We don’t have the luxury of running away. Of hiding. Because we have something very specific we’re trying to do. We have an obstacle we have to lean into and transform.   No one is coming to save you.  If we’d like to go where we claim we want to go – to accomplish what we claim are our goals – there is only one way. And that’s to meet our problems with the right action.   Therefore, we can always (and only) greet our obstacles  with energy with persistence with a coherent and deliberate process with iteration and resilience with pragmatism with strategic vision with craftiness and savvy and an eye for opportunity and pivotal moments.   When people ask where we are, what we’re doing, how the “situation” is coming along, the answer should be clear: We’re working on it. We’re getting closer.  When setbacks come, we respond by working twice as hard.     Ryan Holiday The Obstacle is the Way Forum Agenda June 15 June 16 June 17 11:30 Registration and Lunch 13:30 Opening and Welcome Sessions 14:30 Opening Keynote Martin Galstyan, Governor of the Central Bank of Armenia Moderator: Lara Setrakian, President, APRI Armenia 15:30 Working Together in the Age of Divisionr In a highly polarized political atmosphere, how can different groups work together to tackle national challenges and find constructive solutions for a country’s development?
